AARC Christmas Party -- date change (now 12/16)

Who wants to be Net Control Station December 17?

With the December Party now scheduled for Monday, December 16, and the December business meeting already history, we will have an unusual third-Tuesday Arlington County Net on December 17. Would you like to be Net Control Station?
First-timers are invited; there's a <a href="http://www.w4wvp.org/net.php">recommended Net Preamble (script)</a> to use, and a veteran Net Comtrol Station operator will be on frequency to act as back-up. NCS veterans are also invited to volunteer. We'll also need a volunteer to air Amateur Radio Newsline at 7pm, before the net. Any volunteers for that? If you wish to volunteer as Net Control Station or newscaster, please email nw3v [at] arrl [dot] org .

FCC solicits comments on encryption in Amateur Radio

The FCC today requested public comment on a Petition for Declaratory Ruling regarding the transmission on amateur radio frequencies of “effectively encrypted or encoded messages, including messages that cannot be readily decoded over-the-air for true meaning.”
The filing should be of particular interest to anyone involved in Winlink, which it cites as facilitating violations of FCC rules. The petitioners are New York University professor Ted Rappaport N9NB and retired FCC engineer Mike Marcus N3JMM of Cabin John MD. Correction: not after every transmission, but at the end of a
"communication." 97.119 Station Identification. (a) Each amateur station, except a space station or telecommand station, must transmit its assigned call sign on its transmitting channel at the end of each communication, and at least every 10 minutes during a communication, for the purpose of clearly making the source of the transmissions from the station known to those receiving the transmissions. No station may transmit unidentified communications or signals, or transmit as the station call sign, any call sign not authorized to the station.
